Rules and Regulations Empty Rules and Regulations

Post by Earth Republic Tue May 28, 2013 3:04 pm

Greetings all!

The below is a list of the Anarchy! Laws, as well as links to the Anarchy! Colony Chart and the Officer Chart. Remember, these laws MUST be followed, no exceptions!

Anarchy! Laws

The following is the current laws of Anarchy! alliance. Members will abide by these laws at all times. And remember, happy Lacuna-ing!

General Laws
1-Anarchy! members shall not attack any other player without provocation.
2-Any attack on a Anarchy! member should be brought to the attention of the entire alliance.
3-Anarchy! members will only attack another empire/alliance when the senior staff has approved it.
4-Anarchy! members will be courteous and respectful of other players at all times.
5-If, for any reason, an Anarchy! member wishes to leave or is expelled from the alliance, they are asked to not reveal any plans or critical information on other members, under punishment of destruction.
6-If you have a dispute with any other member of Anarchy! notify the Internal Affairs Officer and the Supreme Chancellor immediately.
7-Failure to log on for three consecutive weeks will cause the member in question to be considered inactive, which will result in expulsion from Anarchy!
8-General Law 7 may be avoided by stating a legitimate reason for your absence to the Supreme Chancellor.
9-When completing missions that involve sending ships and/or spies to an ally’s planet, you must ask their permission BEFORE sending anything.
10-Failure to uphold the above laws is punishable by expulsion from Anarchy! or destruction of empire.

Space Station Laws

1-Space Stations may only be deployed following notification of Anarchy!, as per Colony Information Law.
2-Systems may only be seized based on the following criteria, unless otherwise specified by an Anarchy! officer:
a-The system is either uninhabited or has an Anarchy! member in it.
b-The system does not have a higher level player and/or alliance in it.
c-The number of Anarchy!-controlled planets outnumbers the non-member planets.
3-If notified by another alliance that your Space Station is in their territory, you will immediately notify the officers.
4-If an Anarchy! Space Station is attacked, you will immediately notify all members of Anarchy!
5-Certain stations may be designated “Sensitive”, meaning that the area they are in requires special attention to avoid conflict.
6-Stations in Sensitive areas may not pass overly controversial laws, i.e. Glyph Heresy, Members-Only Colonization, and other similar laws.
7-Laws that a Station in a Sensitive area may pass include: Drop Module, Rename Station, any Propose/Repeal Writ, Transfer Station Ownership, Seize/Rename Star (following SS Law 2), Post on Network 19, Induct/Expel Member, Elect Leader, Rename Asteroid, Ally Only Mining, Send Foreign Aid, and Rename Planet.

Colony Laws

1-Any member must inform all of Anarchy! when gaining a new colony three days in advance. Information given should be: Current planet name, X:Y coordinates, and if you intend to control the entire system or not. The coordinates and current name should also be added to the Anarchy! Colony Chart under the Claimed heading.
2-All new colonies must be added to the Anarchy! Colony Chart within one week of their establishment. Colony Chart may be found here: https://docs.google.com/spreadsheet/ccc?key=0ArdCyVvHlckOdGt4Sk4xVjlxSlN1bmFWdDlDMDlmT0E#gid=0

Appointment to Officer Positions
1-To seek appointment for a position, you must announce your intent to run for that position to the Supreme Chancellor.
The only exceptions to the above rule are the positions of Archaeology Minister and Ambassador, both of which are appointed by the Supreme Chancellor.
2-The list of current Anarchy! Officers can be found at: https://docs.google.com/spreadsheet/ccc?key=0ArdCyVvHlckOdDR5cTg2STd5cUxSbFVMTlUyamwzNlE#gid=0

Alliance Treaties
1-A treaty with another alliance may only be negotiated by an officer.
2-To be considered valid, a treaty requires the approval of both the Supreme Chancellor and the Ambassador.
3-If an Anarchy! member is attacked by a member of an alliance with which Anarchy! has a Non-Aggression Pact or a Confederation, a member of the senior staff will contact the leader of the offending alliance and the member who sent the attack.
4-In the event that the attacks fail to stop, or the alliance leader refuses to intervene, the treaty will be considered void, and all further attacks will be responded to in kind.
5-A treaty may be declared void via both a majority alliance vote and a majority officer vote, proposable only by the Supreme Chancellor and Vice Chancellor.
6-Non-Aggression Pacts (NAP’s) are currently in effect with the following alliances: Culture, S.M.A., Avalon, Akkadian Templar, Da Posse, The Psijic Order, F.T.P., لطيف. ومحبوب و and UNSC
7-Confederations (Confeds) are in effect with the following alliances: S.M.A., Da Posse, UNSC, The Psijic Order, and F.T.P.

Recruiting New Players
1-The requirement for entrance into Anarchy! is University level 14 (preferably higher). A maximum Security Ministry level of 10 or higher is appreciated, but not necessary.
2-Any Anarchy! member can recruit a new player, provided that:
a-You have interviewed the player in a private chat
b-You have obtained the following information about them: their University level, if they are isolationist or not, and if they plan on being active.
c-After meeting the above criteria, you may send an in-game mail to the Supreme Chancellor requesting an invite for them, including the information you have gathered, along with your personal opinion of them.

Relations with Non-Allied Alliances
1-All Anarchy! members will conduct themselves in a courteous and respectful manner at all times, regardless of the alliance. (See General Law 1)
2-While in chat or sending an ingame mail, swearing is strongly discouraged in any case. Please remember The Lacuna Expanse is an all-ages game.
3-In the event that a non-officer is taken into a private chat with any player, it is strongly encouraged to accept the invitation.
4-If, after accepting a request for a private chat, henceforth called a PM, the player is acting in a hostile manner, you are advised to cease communicating with them.
5-If you are forced to act as per Relations Law 4 above, you must send a mail to the officers immediately.
6-In the event that you are asked in a PM to violate an Anarchy! Law, politely but firmly decline, stating these laws as the reason.
7-When there is an issue which affects the entire alliance, including, but not limited to, demands by other alliances, an alliance mail must be sent with the details of the demand.

Military Actions
1-A declaration of war may only be issued by an officer.
2-A non-officer may appeal for a declaration of war to be issued or repealed by mailing the officers with the following info: empire name, reasons for the declaration, and what alliance the player is part of, if any.
3-Declarations of war may only be repealed by an officer.
4-There is no limit to the extent of military supplies (ships, spies, etc.) that may be stockpiled, within the limits of the game.
5-Declarations of war (DoW) on an entire alliance may only be issued by the following officers: Supreme Chancellor, Ambassador, Admiral, Head of Intelligence.
6-DoW on an alliance may only be acted upon when backed by a majority vote from the alliance.
7-When a DoW is issued and agreed upon, all members are required to support in some way, i.e. resource support, including sending supply pods to allies, etc.
8-“Attacks” shall be defined as: A hostile attack on a member, including but not limited to sending combat ships, spies, BHG’ing out of orbit range, or related BHG strikes, and Big Friendly Gun (BFG) strikes.
9-A BFG strike shall be considered an immediate act of war, to be retaliated on with extreme lethal force.
10-Alliances with which Anarchy! has a NAP or Confederation with may not be attacked unless said treaty is declared void, following Alliance Treaty Laws 3, 4, and 5.

Amending the Anarchy! Laws
1-An amendment to these laws may be requested by any member at any time by mailing the Supreme Chancellor.
2-Amendments require a majority vote to pass.
3-Amendments will overwrite the amended law entirely.

As long as it wasn't anything major, you'll be fine :)The colony laws, for example, are a bit loosely enforced atm. Also, I've been meaning to propose several edits to the SS Laws section, to clarify our revised stance on seizing.

Well I have obviously broke the colony rules but I have also launched an unauthorized space station. As far as seizing goes I feel the best approach is to seize everything you can touch and apologize later if necessary. Where is this Anarchy! Colony Chart?

I'm afraid I don't quite see what unauthorized SS you mean. Do you mean SS Law #1, about informing the alliance? As for seizing, I'm thinking along similar lines as your suggestion, but with an addition about seizing systems that have active members of a large alliance in them. For example, if a system only has one player in it, but that player is icy, we might want to leave that one alone Smile. Oh, I added the Colony Chart link to the list of colony laws, and I'll put another one here: https://docs.google.com/spreadsheet/ccc?key=0ArdCyVvHlckOdGt4Sk4xVjlxSlN1bmFWdDlDMDlmT0E#gid=0

I was referring to SS Law #1. It sounds worse when you say it that way.

Oh, no worries on that. It was your first time launching an SS in Anarchy, so it's easy to break. Now you know Smile So, yeah, don't worry about it. We're not too strict on that, it's mainly just so that we know whether or not to give it resources when it first lands, so that we don't lose too many new SS's due to lack of resources. An @ally mail letting us know that there is a new station landing will be fine for notification.
